  • Abstract: An increasing number of nations are building greater numbers of large dams in the belief that they will improve living standards. Decision-making regarding construction of these large dams has mainly been based on cost-benefit analysis. This method is inadequate especially for measuring environmental impacts as environmental factors are hard to quantify and are interrelated. This study aims to identify the potential environmental impacts of the proposed Belo Monte Hydroelectric Dam in the Brazilian Amazon using a more objective method called systems analysis. If this method proves to be more effective than CBA, it will be a more useful tool for future decision-making relating to dam construction.
