Setting bank capital requirements is a major policy issue for regulators—and ultimately governments—around the world. The recently agreed Basel III framework seeks to address lessons from the financial crisis of 2008-2009, by raising both the quality and quantity of the regulatory capital base. In its interim report, the Financial System Inquiry recognises that during the financial crisis, government actions in countries including Australia entrenched perceptions that some financial institutions are too-big-to-fail. This research seeks to assess various policy options to address this issue, including further increases in capital requirements for banks considered to be systemically important domestically.
